The state's use of draconian measures

In an attempt to compel non-custodial parents, who were in arrears, to pay their child support on a timely basis, the state embarked on a mission to implement draconian measures to severely punish non-complaint parents. These impetuous measures were meant to punish those who dared to buck the state's child support collection process. Additionally, those same draconian measures also punished non-custodial parents who involuntarily fell behind in their child support obligations, due to no fault of their own.


The state's draconian measures, amounted to outright retaliation at its worst, and mind-boggling stupidity at its best. Further, the state's draconian measures were proven to be ineffective at getting non- custodial parents to come into compliance with their child support obligations, but the state didn’t give a damn.
